ICAS is pleased to announce that The Right Hon, Dame Elish Angiolini DBE QC has been appointed Chair of its Discipline Board.
As one of Scotland’s most senior lawyers, Dame Elish held the role of Lord Advocate of Scotland from 2006 until 2011, having previously been Solicitor General for Scotland from 2001 until 2006.
As Lord Advocate, Dame Elish took forward the most wide-ranging programme of modernisation in the Scottish prosecution department’s history. After the transformation, the department was widely hailed as an exemplar body in the Scottish Government.
In September 2012, Dame Elish became Principal of St. Hugh’s College, Oxford; she is also a visiting Professor of Law at Strathclyde University.
Dame Elish has a strong reputation for protecting the public interest and holding organisations to account. She will take up post as Chair of the Discipline Board, a key role in ensuring that the ICAS disciplinary arrangements continue to meet the highest standards.
The Discipline Board is the executive board established by Council for setting policy and procedure relating to the disciplinary functions of ICAS, including the framework for ICAS discipline and appeal tribunals, and the publicity of decisions.
Dame Elish succeeds Sheriff Principal James Taylor, who recently stood down as Chair of the Discipline Board and Discipline Panel, after many years’ service to ICAS and the accountancy profession in Scotland.
Dame Elish said: “ICAS is an exemplary educator, examiner, regulator and thought leader.
“I look forward to contributing to the success of another renowned educational establishment, and supporting the important work carried out by the members of the Discipline Panel, the Appeal Panel and the Independent Examiner.”
ICAS Chief Executive, Anton Colella, said, “Discipline is one of the pillars by which ICAS serves its members and the wider public.
“Sheriff Principal Taylor has left a strong legacy. He has made a substantial contribution to the disciplinary work of ICAS, and to upholding the standards of our profession.
“The appointment of Dame Elish as Chair of the Discipline Board ensures ICAS has the strongest legal expertise overseeing our disciplinary arrangements.
“Dame Elish’s capacity to act fairly and in the public interest speaks to the integrity of ICAS.
“The ICAS Discipline Board, under the leadership of Dame Elish Angiolini, will ensure ICAS meets the standards expected of us, from our members and the public.
“We look forward to the valuable contribution she will make to the work of ICAS.”
