Cost to the Taxpayer of the Harassment of Peter Hofschröer by North Yorkshire Police

On 26 September 2014, a Freedom of Information request was sent to North Yorkshire Police via the “What Do They Know” website. It read as follows:
Peter Hofschröer is the carer of Barbara Hofschröer, an 85 year-old invalid, who is the victims of sustained, horrific abuse.
Lord Maginnis of Drumglass has felt compelled to raise their case in Parliament on several occasions, including:
“The Hofschroer case has been on my desk for several years now. A widow in her 80s was dispossessed of her home in a way that implies collusion between certain family members and the Social Services. A son who has come to the rescue has been harried by the North Yorkshire Police (that particularly dubious constabulary merits careful investigation) to the extent that he and his aged mother have been pursued through an Interpol warrant to their “refuge” in Austria.
“Does anyone in authority care that social services and police in North Yorkshire have conspired in the persecution of Mrs Hofschroer and her son? Are details of dismissals, forced retirements  and other shady and costly measures pertaining to North Yorkshire Police available to legislators in Parliament? “
Please note the use of the phrases: “harried by the North Yorkshire police” and “police in North Yorkshire have conspired in the persecution of Mrs Hofschroer and her son”.
In the seven years this case has been going on, North Yorkshire Police have persecuted Peter Hofschröer by making incessant false allegations against him, including allegations of “harassment”.
Every time Lord Maginnis, his advisers and Peter Hofschröer have asked for sight of the crime record numbers, the witness statements and the evidence, they have been met with a stony silence.
Finally, on 26 September 2014, Detective Inspector S. Fincham wrote to Peter Hofschröer telling him,
“I must advise you that the criminal investigation related to allegations made against you and another, by a large number of individuals, one of whom was Miss Kenyon. The criminal investigation commenced following the receipt of reports that these individuals felt that your conduct towards them was harassing. The investigation explored whether offence(s) had occurred under various legislative provisions and culminated in a file being submitted to the Crown Prosecution Service.
“The Crown Prosecution Service have determined that criminal proceedings are not to take place.”
The first allegation of harassment were made against Peter Hofschröer in 2008. Another was made in 2009 and apparently a third in 2012.
Harassment is a minor offence that rarely results in prosecution.
North Yorkshire Police have spent SIX YEARS investigating the complaints allegedly made against Peter Hofschröer before submitting a file to the Crown Prosecution Service, who rightly determined that no offences had been committed.
The contrast between this shameful squandering of police resources to pursue a vendetta against a man whose only “crime” has been to protect his disabled mother against being defrauded of her assets by a criminal gang to the abject failure of North Yorkshire Police in at best turning a blind eye for fifty to the activities of a child rapist gang once centred around Savile and Jaconelli could not be greater.
Under the Freedom of Information Act, please provide the following information:
1) The full names and ranks of the police officers, current and retired, involved in this “investigation”
2) The total man-hours North Yorkshire Police spent on this “investigation”
3) The full cost to the taxpayer of this “investigation”
4) The total number of complaints of “harassment” made against Peter Hofschröer
5) The dates these complaints of “harassment” were made
6) The total number of people who made complaints of “harassment” against Peter Hofschröer
North Yorkshire Police were due to answer this question by 24 October 2014. Any guess if they exercised their right of silence instead?

Any guesses as to what excuse North Yorkshire Police made to prevent the file being released?
